
Draft Global PSSL CIC 2025 Annual Action Plan is Open for Public Consultation
[Cardiff, 21 February 2025], The Global Principles for Sustainable Securities Lending (Global PSSL) CIC Secretariat is delighted to share a draft Annual Action Plan 2025 [available here] with all stakeholders interested in securities lending, securities finance and sustainable finance. Stakeholders are welcome to submit their comments (in confidence) on any aspect of the plan to secretariat@gpssl.org by Monday, 3rd of March 2025.
The Annual Action Plan reflects a bold restructuring of the current model to embed a checks-and-balances approach to all key actions undertaken by the organisation. This mechanism is being introduced to ensure transparency and to realise the potential of the ABC Score and the United Nations Pathways Programme. The Secretariat also commits to continue supporting the work of the Asset Owners Council and other incoming councils.
The action plan has been approved by the Secretariat following an internal review and consultation with all signatories, new participants shaping our councils, the College of Advisors and regulatory observers in line with the consultation process [available here].
The Secretariat considered the ambitions of all stakeholders, the anticipated level of commitment, and various internal/external risks during its research. For efficiency, we made minor amendments to issue clarifications relating to our history and the potential of our impact to support the ABC Score and the United Nations Pathways Programme.
This Annual Action Plan 2025 will reinforce Global PSSL’s standing as a professional body in the field of securities lending, securities finance and sustainable finance.

About Global PSSL
Global Principles for Sustainable Securities Lending (Global PSSL) is the fundamental global mechanism for aligning securities lending with transparency and sustainable finance. It has been co-created by Dr Radek Stech, prominent asset owners, asset managers, sovereign wealth funds, banks, hedge funds other stakeholders committed to positive change since 2018. Global PSSL has received significant funding from the Economic and Social Research Council (ESRC), part of UK Research and Innovation, through the Sustainable Finance – Law – Stakeholders (SFLS) Network at Exeter Law School in addition to some financial assistance from some industry stakeholders. The ESRC grant request was designed based on earlier engagement with stakeholders shaping values-based banking, green bonds and sustainable project finance as well as continuous contact, research and discussions with staff from the World Bank (the official partner on the grant). In order to preserve its impartiality, the Global PSSL framework is based within its own independent community interest company.
